Palasin reilu viikko sitten COP26 YK:n ilmastohuippukokouksesta. Aloin kirjoittamaan tätä julkaisua kotimatkalla junaillessani maata pitkin Suomeen. Kesti kuitenkin aikansa reflektoida tätä kokemusta ja reflektointi jatkuu, sillä päätin tarkentaa ympäristöpolitiikan kandidaatin tutkielmani aiheeksi nuorten osallisuuden YK:n ilmastohuippukokouksissa. Seuraavan puolen vuoden aikana tulen toivottavasti saamaan tutkimukseni parissa vastauksia nuorten osallisuudesta ja keinoista osallisuuden varmistamiseksi tästä eteenpäin.
I returned home around 2 weeks ago from the COP26 UN Climate Conference. I started writing this post while traveling home to Finland on land. However, it took time to reflect on this experience, and the reflection will continue, as I decided to focus on the inclusion of young people in UN climate conferences as the topic of my bachelor’s thesis. Over the next six months, I hope to get answers in my research on youth inclusion and ways to ensure inclusion from now on.
Kuten mediassa ja somessa on paljon tuotu esiin, ilmastokokouksen tulokset ovat askelia oikeaan suuntaan, mutta eivät valitettavasti lähellekään niitä harppauksia, joita meidän olisi pitänyt jo aikaa sitten ottaa. On totta, ettei yksittäinen kokous voi ratkaista näin valtavaa ja monimutkaista kriisiä. Tarvittava tieto ja ratkaisut ovat kuitenkin olleet olemassa jo pitkään. Tarvittavaa muutosta ei kuitenkaan ole tapahtunut. Toivoa on vielä, mutta se tarkoittaa, että seuraavissa YK-kokouksissa sekä kansallisessa ilmasto- ja ympäristötyössä edistystä pitää tapahtua isommin.
As much has been pointed out in the news and in the media, the outcome of the climate conference is a step in the right direction, but unfortunately it is nowhere near the path we should already be on. It is true that a single conference cannot resolve such a huge and complex crisis. However, the necessary information and solutions have existed for a long time. But the necessary change has not taken place. But in spite of this there is still hope, but it requires that greater progress must be made at the next UN meetings and at national climate and environmental work.
Kokouksen lopputulos oli täysin ymmärrettävästi suuri pettymys heille, jotka ovat ilmastonmuutoksen ja luontokadon seurauksien eturintamassa. Kuten ilmastokokouksen avajaisseremoniassa Maorien alkuperäiskansan edustaja ja ilmastoaktivisti India Logan-Riley totesi, ilmastokriisin juuret ovat länsimaiden kolonialistisissa toimissa. Tarvitsemme kokonaisvaltaisen järjestelmämuutoksen, jossa yhteiskuntamme kehittyvät ekososiaalisesti sivistyneiksi. Muutoksen, jonka avulla talousjärjestelmämme ja luonnonvarojen käyttö perustuvat planeetan rajoihin sekä sosiaaliseen oikeudenmukaisuuteen – kokonaisvaltaisesti vastuulliseen maailmankuvaan.
The outcome of the meeting was, truly understandably, a great disappointment to those at the forefront of the consequences of climate change and biodiversity loss. As India Logan-Riley, a representative of the Indigenous Maori people and climate activist, said at the opening ceremony of the COP26, the roots of the climate crisis lie in the colonialist actions of the West. We need ecosocial civilization and a comprehensive systemic change. A change that will make our economic system and the use of natural resources inside the planetary boundaries and based on social justice – a holistic worldview.
Alkuperäiskansat ovat eläneet luonnon kanssa sopusoinnussa jo tuhansien vuosien ajan ja he suojelevat maailmanlaajuisesta luonnonmonimuotoisuudesta noin 80%. Alkuperäiskansojen oikeuksia tulee kunnioittaa, heitä tulee tukea, osallistaa sekä suojella heidän itsensä parhaimmaksi määrittelemällä tavalla. Sanotaan ei ekokolonialismille: ilmasto- ja ympäristötekoja, kuten kestävän energian infrastruktuuria ei tule toteuttaa alkuperäiskansojen mailla tai heitä hyväksikäyttämällä.
Indigenous peoples have lived in harmony with nature for thousands of years and protect about 80% of the world’s biodiversity. Indigenous peoples’ rights must be respected, they must be supported, involved and protected in a meaningful way. Eco-colonialism must be stopped: climate and environmental actions such as sustainable energy infrastructure must not be carried out on indigenous lands and.
Kokouksen lopputulos antoi myös aihetta tyytyväisyyteen. Askelia oikeaan suuntaan otettiin niin päästösitoumusten raportoinnissa, ilmastonmuutoksen seurauksiin sopeutumisessa sekä hiilen käytön vähentämisessä. Hiilikirjaus on merkittävä, vaikka neuvotteluiden lopussa kirjauksen sanamuoto heikennettiin luopumisesta vähentämiseen. Toivon hiilikirjauksen helpottavan suotuisan kierteen aikaansaamista maiden päästösitoumusten kunnianhimon nostamiseksi sekä fossiilisten polttoaineiden loppupäivämäärän asettamiseksi lähivuosina.
The outcome of the meeting also gave cause for satisfaction. Steps were taken in the right direction in the reporting of emissions commitments, adaptation to the consequences of climate change and the reduction of carbon use. The carbon reduction mark is significant, although at the end of the negotiations the wording of the mark was weakened from a waiver to a reduction. However, I hope that carbon mark will facilitate a favorable cycle to raise the ambition of countries’ emission commitments and to set a final date for fossil fuels in the next years.
Meille nuorille on myös todellinen voitto, että Glasgow’n ilmastosopimuksen yleispäätökseen kirjattiin kohta 64., jossa osapuolia kehotetaan vahvasti osallistamaan nuoria mielekkäällä tavalla ilmastopoliittisessa päätöksenteossa paikallistasolta YK:n ilmastokokouksiin. Tähän kirjaukseen voimme jatkossa vedota nuorten osallisuuden turvaamiseksi, mutta korostan, että vastuu tässä ei voi olla pelkästään meillä nuorilla. Myös päättäjien ja valtaapitävien tulee kantaa vastuunsa aloitteellisuudesta ja nuorille mielekkäiden vaikuttamismahdollisuuksien luomisesta.
It is also a real victory for us young people that paragraph 64 was included in the cover decision on the Glasgow climate pact, which strongly urges the parties to involve young people in a meaningful way in climate policy-making from the local level to UN climate policy processes. We can rely on this record in the future to ensure the inclusion of young people, but I emphasize that we cannot have the responsibility alone. Decision-makers and those in power must also take responsibility for taking the initiative and creating meaningful opportunities for young people to advocate.
